We have limited experience here (have only been to Turku once), but were very pleased with the dog-friendly service offered by the Turku public bus company (Föli).
First, there is no charge for pets on the buses and the drivers were friendly and welcoming. Also, the buses seemed quite frequent and punctual, and there were plenty of bus stops around the city. In terms of buying tickets, we downloaded the App in advance (well, while waiting for the bus), and bought tickets that way, but I think you can just pay on the bus. The App is available in Finnish, English, and Swedish. You can buy a single ticket (€3) or a travel card, for example, 1-day (€8), 2-days (€11), 3-days (€14), so it depends on how long you are staying and how many journeys you are taking.
